Proper Markdown Formatting

Just downloaded a file in markdown, but - it is not proper markdown. We can talk about tables and stuff ,but the way both, the actual title (text next line full of ===) and the second title layer (text, next line ---) is not markdown. Markdown should have # and ## - at least this is what my formatters all expect.
